One of the great tragedies of our times is the uncontrolled spread of
weapons, often from illegal markets, sometimes in violation of
international embargoes. Up to a thousand people a day - mostly women
and children - are killed by such arms, most of them in the world's
poorest countries. These weapons fuel conflict, break down societies,
and prevent families climbing out of poverty. There is an urgent moral

On Oct. 20 at 7 p.m., Georgia executed Mark McClain. Mark was sentenced
to death in 1995 for murdering Kevin Brown, a pizza store manager. I started writing and visiting Mark in 1996 when I volunteered
in a prison ministry in Atlanta. Because of this long friendship, I
testified before the State Board of Pardons and Paroles in support of
Mark's petition for clemency. My appeal to the board and my position
today is that justice for Brown's murder would be served better by
